Thanks to this, I'm getting rid of my Xbox and cancelling my account. The Xbox has been the worst console I've ever owned; including this issue, this would be my fourth console that has exhibited major problems preventing me from play. Thanks to the reps who tried to help, but this is a lost cause. A warning to anyone else: if you experience this problem, delete the DLC, swallow the money you already paid, and don't attempt to fix this.
Oh my goodness, I am extremely sorry to hear that. Losing saved data is terribly frustrating. You can download pack 2 without purchasing pack one, but the DLC will not work. You will get an error message in game asking you to download pack 1.
